Summary of the House Committee Version of the Bill

HCS SCS SB 260 -- COUNTY OFFICIALS

SPONSOR:  Koster (Baker, 123)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Local Government by a vote of 15 to 0.

This substitute designates the presiding commissioner of Cass
County as the county budget officer.  Currently, the county
auditor serves as the budget officer.

Local government officials are allowed to accept cash, personal
checks, business checks, money orders, credit cards, or
electronic transfers of funds for the payment of any city or
county tax or license.  The local government can charge the
person a fee equal to the amount charged to the county or city by
the bank, processor, or issuer of the electronic payment.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that the bill will make the county
budget process more efficient and will allow local governments to
utilize new technology in the collection process.

Testifying for the bill was Senator Koster.

OPPONENTS:  There was no opposition voiced to the committee.
